Rule 2
1 Duties and powers of the Chairman
: (1) The Chairman shall be the chief officer of the Commission. His work, duties and rights will be as follows
(a) To prepare short-term and long-term policies, plans and programs of the Commission.
(B) To implement, monitor and evaluate approved policies, plans and programs.
(c) To determine the necessary policy regarding the provision of grants to universities.
(D) To formulate necessary programs for the improvement of educational quality in universities.
(e) To establish coordination among universities.
(f) To make necessary arrangements regarding the provision of scholarships, scholarships, etc. between domestic and foreign universities and educational institutions.
(g) To cause the annual report of the Commission to be prepared.
(h) To prepare the topics to be submitted to the Commission.
(i) To execute the decisions of the Commission.
(j) To prepare the necessary program and budget for the commission and submit it to the commission.
(k) On behalf of the commission, the chairman will contact and make agreements with domestic and foreign associations and organizations. It will be necessary to get approval from the Commission regarding the contacts and agreements made under this. However, if any agreement involving financial burden is to be made, the prior approval of the Government of Nepal will have to be obtained.
(l) To cause other actions necessary for the fulfillment of the purpose of the Act.
(d) To do all the work except as stated by the special officer in the Act and the rules made under the Act. In accordance with this, the commission must be approved for action and use of authority.
(l) The chairman may delegate the powers vested in him to members, committees, sub-committees or authorized staff of the commission as needed.
(2) In case of absence or vacancy of the chairman, the duties, duties and rights assigned to him shall be exercised by the member of the commission appointed by the commission. 2.
